Most catalogues are built like a task: get through the list, pick one, move on. Browse APKs drops the task part. A category here is somewhere to spend a few minutes, not a task to finish, and there is no count telling you how many are left.
An app earns a place in a category because it is genuine, still maintained, and does what its listing says. Nothing moves up because it paid to, so however long you spend in a category, what you see is not an advertisement in disguise.
Every category is already built as its own page before you open it, so moving from one to the next never means sitting through a spinner while the next one catches up.
